Laurentian Energy Authority – Biomass Energy Generating Facilities
Laurentian Energy Authority (LEA) is the owner and operator of these two biomass plants. Both sites received Foster Wheeler Biomass grate fired boilers (135,000 PPH each), including wood handling systems. The scope of each project consisted of installing an owner-furnished boiler with particulate control, ash handling equipment, ducting and stack, fuel handling equipment, electrostatic precipitator, selective non-catalytic reduction (SNCR) to control NOx emissions and balance of plant equipment at each site.
Boldt was responsible for the installation of the new units constructed adjacent to existing power generation facilities that utilize existing steam turbines, condensate/feedwater, water treatment and associated cycle auxiliary systems. The power offtake of 35 MW will be sold to Xcel Energy.

Project Highlights
- As construction manager, Boldt held a separate contract with LEA to manage and administer subcontracts for this project.
- Dust, noise generation and traffic considerations during the construction were a major concern. Boldt worked with neighbors, nearby businesses and schools to help alleviate these concerns.
- Great efforts were taken to preserve the historic east wall at the Virginia PUC site.
- Over 50% of the fuel for these boilers will ultimately come from hybrid tree farms. A renewable energy source, the trees grow and can be harvested every seven years.
